Unfreeze Werkzeug again #4688

Dependabot reminds of the werkzeug debugger issue, and in general it will be nice to relax the <3 freeze. https://github.com/Clinical-Genomics/chanjo/issues/251 / https://github.com/Clinical-Genomics/scout/issues/4614 is done, so we should be good to go again.
