Add `/auth/refresh` endpoint to trailblazer #59

We need this endpoint to refresh the token for the user and allow continuous access during the day.

The endpoint should

Validate the user making the request and the token attached
Retrieve the refresh token from the user in the database
Use the refresh token to retrieve a new access token from google for the user
Return the new access token
