docker: Add http proxy listeners on 8080, 8081, and katzensocks on 4242 #5

Adds local http proxies on ports 8080 and 8081 that route http requests via katzenpost to localhost:3338 Adds kateznsocks SOCKS5 proxy on port 4242

TODO: Add Cashu mint service on 3338
