INI setting for specifying the refresh interval #4

Like the older versions of the mod, add a setting in the INI for specifying tick interval for loading the models in the game.

So i haven't actually added it to version 2.0 yet, because i thought it was not really needed as the models dont get requested every tick anymore. Instead, it now loads each model every second if it can be loaded.

If you would still like to see this setting added, leave this issue open and please let me know. If you are ok with this change, you can close this issue.
