Add detailed documentation on auto scaling and what to expect #4230

We want to provide a documentation of our auto scaling script and auto cancel scripts and how they work. We want to warn users that we are not liable in case it fails, and there are scenarios where they should check their AWS usage and accordingly scale it down if auto scaling is failing. They should contact us in case that happens.

@nickhil-verma Go over auto_scale_* scripts in scripts/deployment and prepare a PR with documentation.

@gchhablani I am interested in this Additionally, I only see auto_deploy scripts in deploy. sh in the Master Branch Are you referring to those scripts?

@gchhablani I have begun working on the documentation by understanding the **auto_*** scripts in the scripts/monitoring. Will try to finish it as soon as possible and will keep the team updated on the issue channel Once completed will message in the issue tab and create a PR accordingly Thank You
