[Docs] readthedocs documentation build failed. #199

The readthedocs documentation for EvalAI-CLI shows build failing with the most recent build from 1 year and 5 months. The build was not configured correctly. evalai-cli-readthedocs Also, the Short URLs on the overview page are broken. These point to evalai-cli.readthedocs.io and evalai-cli.rtfd.io The link to repository should be https://github.com/Cloud-CV/evalai-cli instead it is https://github.com/Cloud-CV
