Both the development and config pages on the wiki are majorly outdated, they need to be rewritten

I've updated the development page so it's at least mostly correct!

Better plugin system docs: docs on all the attributes (especially in non-command hooks) Plugin examples Yeah that's it.

@foxlet is working on new documentation for CloudBot, so this is in progress!
