A screen where the SS or SP will be able to manage all the users created in the organisation including:

Possibility to create subgroups in the organisation (like the municipalities inside an aggregator).
The name of users.
Their user role.
The sub-organisation they belong to.
Available services.
Possibility to change the privileges of the users.
