Fix EC2 provider support for Amazon Linux 2 and 2023 (missing CloudWatch agent)
Add missing support for Amazon Linux 2023 all around
Upgrade ECS cluster nodes to Amazon Linux 2023

Thanks for the help @wash-amzn! I am going to merge and cut a release once the integration test passes. It's a special run with AL2023 for ec2 arm64 and fargate x64.
