New role: phantombot #353

Description

Added PhantomBot role. PhantomBot is a Twitch chat bot powered by Java.

How Has This Been Tested?

Please describe the tests that you ran to verify your changes. Please also note any relevant details for your test configuration.

[x] Ubuntu 18.04 headless dedicated server with working CB

I was able to use it without issues, but I think further testing will be needed.
