A lot of feature requests within Autoscan's Discord server specifically mentioned two issues:

Plex getting flooded with Autoscan requests.
Autoscan halting when there are no matching libraries in Plex.

These two issues are directly addressed in this pull request by changing the following:

Delay between successful scans is now 5 seconds (from 0 seconds).
Delay when no scans are available is now 15 seconds (from 5 seconds).
Delay when anchors are unavailable is now 15 seconds (from 5 seconds).
A warning is now given instead of a fatal error when a path does not match a Plex library.
