drop rate of wheat seeds is way too low #2000

Expected Behavior

When using a hoe on a gras block it is expected to occasionally drop some wheat seeds.

Actual Behavior

Despite using up an three iron hoes completely I only got one single wheat seed. So the drop rate seems way too low.

Steps to Reproduce

Use a hoe on a gras block.

I just noticed that I only get seeds when I destroy a grass block. As far as I remember seeds were gained when a block was "ploughed".
