Added a RabbitMQ recipe that uses Chef for configuration management #95

A chef-integrated version of rabbitmq recipe is added. It uses Chef for configuration management (install, configure, start, and etc.) It was tested on RHEL6.2 with latest version (2.1.2) of rabbitmq cookbook from opscode.
