new http to do downward sync #504

As discussed in following document, we would create http route on server to let mobile do downward sync.

I have completed the work on this and pushed the code to server. The documentation is updated also.

G this is server side work and is in production on server. I am working on its corresponding client side android now. I would push to market place after completing the android. I worked on server side first so that sumaira could continue her client side iOS.
