Modify message alerts UI in settings #10692

In this we will modify the message alerts UI to add an option for Talk to Agent alert as well. Users will be able to enable/disable the alerts. We will show a checkbox here to let them decide whether they want to receive this alert outside of business hours only. If it is not checked then we will send alerts both outside and within business hours.
