Design document to notify admins about pending sessions outside of business hours #10727

This is to create a design for notify admins when someone selects talk to agent option from chatbot or customer sends a message outside of business hours. The design should cover the following:

  1. Option to set business hours of companies in the settings
  2. Provide configuration to notify admins/agents about pending sessions outside of business hours
  3. If user has enabled messenger platform then show option to send alerts through email or messenger.
  4. If user has enabled WhatsApp platform then show option to send alerts through email or WhatsApp
