Logic to provide option for Talk to agent in chatbot #10773

In this we will write the logic to provide a Talk to agent option in manual chatbot automation UI. Users will be able to show a Talk to agent option on their welcome message.

In team testing we found the following issue:

Talk to agent button is not being shown in WhatsApp chatbots
