Server side work for catalog option for whatsapp commerce chatbot #11008

As per discussion, there should be an additional option to view catalog from the whatsapp shopify chatbot which will send a PDF catalog to the user. This task is for the server side work for this. There needs to be functionality to:

  1. upload pdf at time of creation,
  2. update and upload new pdf,
  3. delete the pdf

I have added the option to both the messenger and whatsapp commerce chatbots, however it's currently hardcoded for Sapphire's PDF catalog. I'm working on making it configurable and will try to finish this up tomorrow.
