Exchange order in commerce chatbot, chatbot layer #11020

Coming from Sapphire issue https://github.com/Cloudkibo/KiboPush/issues/10825

This is the server side work on chatbot layer to give option to do exchange order. We will first get policy understanding from sapphire for this. This option will be added in both messenger and whatsapp chatbot layer.

@sojharo Please update and document what we are doing here. So we are on the same page.

I do not believe Shopify has an exchange and if the mother ship does not have an exchange we are not going to implement in Whatsapp.

Separately we are implementing "Cancel" and we already have "Buy". So I do not see a need to implement an exchange.
