Add triggers in whatapp commerce bot #11100

This is coming from #11068

Right now we don't allow any triggers in whatsapp commerce chatbot. And it is triggered on any text message. We should allow triggers in the settings screen on the whatsapp commerce bot, similar to how we do it for messenger. Whatsapp: image Messenger: image

This is working fine on staging.

Null checks were missing while fetching triggers for any chatbot. I have added those in above PRs
