Pause chatbot warning is showing up when chatbot is disabled #11347

Describe the bug On the live chat UI, pause chatbot warning is showing up even when the chatbot has not replied or is disabled.

To Reproduce Steps to reproduce the behavior:

  1. Go to kibopush.com
  2. Open messenger chat plugin
  3. Continue as guest
  4. Send message "hi"
  5. Go to KiboChat
  6. Go to live chat UI
  7. Try to reply back

Expected behavior Pause chatbot warning should only show up when chatbot has replied and is enabled.
