Create a design to integrate Mercadolibre with KiboPush #11363

This is coming from #11362

We need to create a design document to integrate Mercadolibre with KiboPush. Mercadolibre is an ecommerce platform like Amazon and very popular in Latin America. The idea behind this integration is to provide WhastApp features to Mercadolibre users. We should leverage the work we have done for Shopify and create a design to implement the similar features for Mecadolibre.

I have identified what features we can implement using Mercadolibre APIs. @jekram @sojharo please review this and once we are ready to implement these features I'll defined the changes required and tasks.
