UI and logic for wizard step: connect facebook account #11518

In this, we will create the UI and write the logic for the connect facebook account step of the wizard. This step will shown only for messenger configuration. Here, we will ask the user to connect his facebook account.

I have completed the coding work on this and we can test it once #11510 is complete.
