Add restriction to File component in Whatsapp broadcast #6923

As discussed in WhatsApp team testing, Twillo whatsApp api support only file in pdf format. If user upload than other format it should display error. Screenshot from 2019-10-23 10-56-09

This wasn't implemented before. Now user can upload only pdf file(less than or equal to 5 mb) in file component.
