Make Notifications Configurable. Admins should be able to mute notifications for a session or page

This comes from Team Testing Admin Alerts #9536. Whenever a user messages on Livechat a notification is shown. The notification shows as an alert and in the header under bell

If there are many subscribers messaging, no.of alerts show up on the screen and notifications also bundle up in the notifications area.

• Therefore we should let the user mute notifications for a particular session or page. This needs to discussed at what level notifications will be managed.
• Second point to be discussed is here to look for options (toastr notification libraries) to customize the notifications look and feel by adding message preview and subscriber profile pic.

I have done the moqup here and discussed with @ImranBinShoukat :

I started work on its UI and server side to implement the logic Followingis the task breakdown for the enhancement

• UI and Logic to implement mute notification in settings (Done)
• Endpoint to fetch mute notification settings for a user (Done)
• Endpoint to update mute notification settings for a user (Done)
• Show notification based on notification settings (To do)

• The update/fetch endpoints were giving error on kiboengage. I have fixed that. Plus there were some warnings shown on client regarding the work here. I have removed those too. Once the PRs are merged we can test it on staging
