Comments on checks #117

Would it be possible for each check to include a single world-editable comment field that shows up on /monitoring/events? It would be useful for linking relevant tickets, leaving explanations on silenced checks, etc.

When you silence via "send event to ticket" then the ticket number and your name will be added to the ticket information.

Additional comments or explanations should probably live in the ticket.
