USER STORY: As an administrator I can manage locations so that users know where to find us.

ACCEPTANCE CRITERIA:

[x] view associated hours of op

[x] implement model
[x] implement view funct for each CRUD
[x] add URL
[x] add app to settings
[x] add urls to project URLS
