A lot of valuable discussion happened at https://github.com/cpuguy83/docker/pull/3 but it's hard to maintain there. We should move any docs or notes of value from there into the wiki as a place to more sensibly collaborate moving forwards.

Include moving the "proposal"/motivation/design docs from https://github.com/lukemarsden/docker/blob/docker-extensions-proposal/docs/sources/userguide/plugins.md over.
