Builds on upstream branch configuration-plugins-FLOC-4547 from origin to add ZooKeeper as a configuration store.

Thanks for all your work on this. It's great that you were able to implement IConfigurationStore in Zookeeper. Unfortunately ClusterHQ shut down and I'm now working somewhere else.

But if you want consultation or support for Flocker see https://github.com/ScatterHQ and https://www.scatterhq.com/ where there are a bunch of former ClusterHQ programmers who may be able to work with you on your project.
