ROM Patching #1447

I think it would be nice if hakchi had the option to manually patch roms from a menu. When you import certain roms, yes, it will atuo patch them. But some roms have additional things people might want to add, such as a full rom hack patch. If we were to patch that on our own using hakchi, we wouldn't have to remove and readd that game.
