Relocate Manual Testing

visualise_deliveries is in an odd spot. It is used purely for testing purposes yet is in src.

• Move visualise_deliveries.py to tests
• Merge er_projection to visualise_deliveries
• Test to ensure it can still read the new data folder
• Ensure the data folder is still ignored
• Test to make sure it doesn't disrupt Pytest
