I have a samsung galaxy note 10.1 (which holds all my games/emulators) I would 
like to use my samsung galaxy stellar as a keyboard or game pad.

What version of BluezIME are you using?

What Android device do you have? What Android version?

What gamepad are you using?

That is outside the scope of Bluez-IME
