Provided the player can see underwater units, there is no way to attack them. Even a forced attack using Ctrl does not work. This is absolutely absurd. A forced attack must be performed in any case. I believe that the attack should also be performed by simply clicking on a visible underwater target.
The dreadnought has some advantage here. Players aim it at a tile adjacent to a visible target, where there is supposedly a hidden underwater unit. In this case, a group of underwater units is hit by a splash from the explosion.
In my slightly modified maps, I assign NavalTargeting=5 to all units.
In this case, all problems disappear.
All units that can independently attack the target do so.
This is the best solution.
