Previously the CowShot weapon(president ifv) was nerfed to deal 1 damage. If I understand it correctly, this was to fix/patch people from cheating or exploiting the ability to create presidents and put them in their IFV's to win pvp games.

Unfortunately there are dozens and dozens of survival maps which have this ifv mode for new units and this breaks all of them.

This change will restore the damage values to fix all of these maps but also change the IFVMode to 2(GI gun inside IFV) to maintain the intended effects of the original change to Damage=1.
