This PR adds support for Bink video (version 1) playback in the sidebar for Tiberian Sun. It also implements scaling for fullscreen videos when StretchMovies is set to yes in SUN.INI.
This system is optional, three conditions must be met for the game to play a sidebar Bink video;
The .BIK video must exist (for example, GDI01_SB.BIK).
