Move CIL files into sub-folder #51

I've moved files used by CIL into their own subfolder to help reduce the confusion when figuring out what files to run.

There is an awkwardness with implying that the nonCIL versions are the accepted standard. In many cases they require kludges to fix things that were elegantly done using CIL protocols. I'm not sure what the best answer is here.

Should not be merged into master, should be merged into development first
