Fix plugin ordering #1144

Plugin ordering was implemented in https://github.com/CoastalResilienceNetwork/GeositeFramework/pull/1134/commits/c705fd9d8a9c890a9bc8b691e56ef220f768fa94, but it doesn't appear to be working correctly.

For example, here is the gulfmex region built using the static site. The launchpad should always be on top in the sidebar:

Looked into and it looks like it's fixed. I must have generated the above screenshot from a stale branch.

Here's one from the latest. I checked the order vs the region.json config, and it matches.
