First Legend item added still intermittent #226

This was addressed and improved in #205, but this is occasionally still happening when the first layer is added to the map, no item shows up until the second layer is added or the first layer is toggled.

I was only able to reproduce this using the following steps:

  1. Uncheck chrome option "Disable cache when dev tools are open"
  2. Hard reload + clear cache on the page
  3. Add a layer that has this problem (example: Coastal Resilience (National) > Eco-regions and Provinces > TNC Marine ecoregions of the world)
  4. Verify that the legend does load
  5. Soft reload the page
  6. Repeat Step 3
  7. Verify that the legend does not load

Unfortunately, this bug was fixed as described above, but is still present for the 'Canals' layer @mmcfarland showed in the freshwater downstream project.

@steventlamb is this looking good? My tests in the latest build are working, should we close this issue again?
