changing <line_number> <background> in color_scheme does nothing. #1201

The line number backgroud is not referenced anywhere in the sourcecode, even though it is in the color_scheme xml. I only noticed this because it is the only thing keeping the solarized color_schemes from being as close as possible to the real thing.
