Balancing on new LM parts #1332

These are all working in game, but I don't think they ever had fine tuning done on their stats. Probably need to look at:

[ ] weights (mentioned this before, but having something regarding the relative weights of the different LM variants and shelters would be helpful here)
[x] Tech balance (lol)
[ ] Module balance
[ ] Costs
[ ] Resources

I've given them a rough once-over, slight tweaks to costs, SheLab is a bit lighter, and has some more lab capacity. both labs can now run on just under 1ec/s so they can run off the RTGs
