Star 13 vs Baby Sergeant 1x fuel quantity balance #799

Star 13 seems a bit over powered compared to the baby sergeant.

On the other hand the Baby Sergeant 1x might need a slight buff (or mass adjustment to Pioneer 4) to make the direct injection Juno II + Pioneer 4 mission possible/easier.

Edit: Friznit has confirmed its possible in JNSQ but it took him several tries.
