I think there are options in Paper that allow a player to ender pearl through blocks

pearl-passthrough:
  fence_gate: false
  bed: false
  slab: false
  cobweb: false
  tripwire: false

And if you want to disable ender-pearling through blocks, there is a setting settings.anti-enderpearl-glitch in config. Is this issue resolved?
