Add Artemis Spigot SDK

Describe the feature

It works with the Netty flushing system. This allows to have an immensely more detailed and accurate ticking system. This improves overall internet performance and quality of packet based anticheat detections. Not having it does not cause a deteriorated performance. This is simply an addon.

It only improves the performance of anti-cheats that IMPLEMENTS the Artemis Spigot SDK, but I can add it
