Update timex and poison

Relax the Poison requirement as Raygun uses the basic "encode!" that didn't change from ~> 1.0 to ~> 2.0 so it's safe to use any.
Add :poison to applications on mix.exs
Upgrade timex to ~> 2.0 (https://github.com/bitwalker/timex/blob/1dc6d355c12f06b0250466b62ca001dd1dad8de0/README.md#migration-steps-1x---2x)

I also run this against production Raygun to "smoke test" and it's all good from what I can see :+1:

Do you have any plan to release a new version with these changes ^? I'm currently use as a git dependency.
