kpmg has no registry agreement HTML link, breaking data fetch #13

Maybe we should disable that part? Makes it harder to know when the site updates though

Oddly enough, the HTML still exists, but just, can't be retrieved on the page because the HTML is different.

Maybe synthesize it directly, and rely on a 404? Still the problem of knowing when the site updates for the more important Spec 13 and Spec 9 ammendments
