Add build instructions for docs #28

There isn't any documentation on how to successfully build the sphinx docs. Essential for forks / pull requests.

Oh ok, It's pretty easy, just cd into docs and run make html. I'll throw it onto the cotributions page soonish

Finally got around to doing this!
