Add exception reporter. #11

There are a couple of services for this, but haven’t looked into which one would fit us well, yet.

The reporting is especially important for the spec-import phase.

There is one service which is currently in free beta mode and the owner of the service (@ejdraper) is considering having free accounts for OSS projects, so we should probably give it a try: http://except.io

I had hoped to be able to add it during the conference, but I hardly got to any hacking at all…

@alloy Do we still want this or should I just close – since we never seemed to do it, it might be an indication of how much we need it (not much ;) ).
