Switch to puma as webserver #443

So we can better use our heroku resources

Since puma is both forking & threaded

The last PR, https://github.com/CocoaPods/trunk.cocoapods.org/pull/407 was green - perhaps something not locked in terms of Ruby the language got updated since then (causing the native modules to not build?)

likely an update in the container the specs run on
