Chore: Clean-up, Fixes and Dependency Updates

Thanks for creating a useful boilerplate project. I have found it very useful to several projects. Found a few issues where I believe this project is slightly outdated, so I'm contributing back things that I found.

Changes

• Upgraded to Vite v5.x
• Upgraded to TypeScript v5.x
• Replace home-brewed SVG Vite plugins with vite-svg-loader
• Make sure to declare plugin target at es2017 to translate things like spread-operator
• Building in watch mode adds source-maps and unminifies, making it easier to debug
• Clarify the ambiguous emptyOutDir by using rimraf
• Clean-up verbose and unnecessary pathing in Vite
• Simplify the tsconfig settings
• Improve the package.json scripts
