Program requires restart before recognizing new cameras. #10

When a new camera is added through the GUI the camera panel and machine 
controls panel do not know about it until after a restart. This is because 
these panels only read the configuration when it's loaded. These classes will 
need to become PropertyChangeListeners for the machine.cameras list.
